From May 24th to 25th, the Special Meeting of the Greater Mekong Sub-Regional (GMS) National Committee of Convenience Transportation Committee and the Senior Officials' Meeting were held in Hanoi, Vietnam. Vice Minister of Transportation Liu Xiaoming led a Chinese delegation to attend. At the meeting, Liu Xiaoming and Thai Minister of Communications Ah Chai respectively signed the Memorandum of Understanding “Early Harvest” on the implementation of the “Early Harvest Agreement on Implementation of the Agreement on Cross-Border Consignment of Goods and People in the Greater Mekong Subregion” (hereinafter referred to as “early harvest”). memorandum").
 
Liu Xiaoming pointed out at the meeting that the promotion of transport and trade facilitation is one of the major goals of the economic cooperation in the Greater Mekong Subregion and is also an important part of the Chinese government’s “Belt and Road Initiative”. He urged other countries that failed to sign the "Early Harvest Memorandum" at this meeting to complete domestic procedures as soon as possible and sign and promote implementation as soon as possible. He emphasized that the vigorous development of international cooperation under the “One Belt and One Road” initiative has provided new opportunities for the further development of the GMS economy and society. He hoped that countries will seize valuable opportunities to promote the implementation of specific measures for cross-border transportation and promote the realization of GMS. The goal of transport facilitation and economic cooperation development has brought benefits to people in all countries.
 
Ao Gao highly agreed with Liu Xiaoming's suggestion that it should speed up the signing and implementation of the "early harvest" memorandum. He believes this will increase the attractiveness of the region to private investors while promoting the convenience of cross-border transportation. He called on GMS countries to speed up the reform of relevant laws and regulations and management systems so as to allow more freedom of movement of goods and people.
 
During the meeting, the participating countries reached a new time road map and work plan for accelerating the signing and implementation of the "early harvest memorandum," and revolved around the revision of the Agreement for the Cross-border Transport of Goods and Persons in the Greater Mekong Subregion, focusing on The in-depth discussions on the opening of new GMS cross-border road transport routes and entry and exit points were conducted. Liu Xiaoming also exchanged views with leaders of the transport departments of Thailand, Vietnam, and Myanmar, etc., on issues of common concern such as strengthening bilateral international road transport cooperation.
